Efficiency: Demand Side High-emission vehicles to be banned in Beijing
An estimated 10% of vehicles in Beijing will be banned following the launch of a new initiative of the Beijing municipality aimed at reducing greenhouse gas emissions.
High-emission, or so-called “yellow-label” vehicles, account for 10% of the city’s vehicles but account for 50% of emissions from all vehicles. According to the new policy that takes effect from 1 January 2009, drives of these vehicles will be fined CNY 100 (USD 14.6) if they drive within the Fifth Ring Road. Drivers found to be driving within the Sixth Ring Road after October 1 will also be fined.
The local authority is also adding an incentive for drivers, with a bonus of up to CNY 25,000 (USD 3,600) for each driver who switches to lower-emission vehicles during 2009.

Fuel Cells: A Second Look? 21 May 2008 |
Fuel cells have been around for 150 years however, they seem as far as ever from realizing their extraordinary promise as the energy conversion device of choice in almost everything from mobile phones to cars and buses.
